Collecting clunkers for economic development

WINSTED — Winsted’s Economic Development Commission (ECD) has launched its own version of the national Cash for Clunkers program to raise money for downtown development.

Cash for Clunkers for Winsted is the name of the new program, which will allow Winsted-area residents to get rid of broken-down vehicles at no cost, while local garages will donate between $50 and $200 per car to the town.

“The participating garages are Hoxie’s in Winsted and Stewart’s in Barkhamsted,” ECD member Joe Marchell said in an interview. “Hoxie’s will take running cars and will donate $200, while Stewart’s will donate $50 to $100 per car, running or not.”

Marchell said the commission has already collected $100 since Cash for Clunkers for Winsted began. The commission, which receives very little funding from the town, is trying to raise money to develop a parking plan for the merchants, universal signage for merchants and a new greeting sign for Winsted in the East End of town.

“We know people want to bring business to town but we also want to put emphasis on the merchants we already have here,” Marchell said. “We want to keep them here and try to make them more successful so they’ll stay here.”

For anyone who has tried to sell an old car, the business of haggling and inviting strangers to your house can be more trouble than it’s worth, Marchell noted. “Some people don’t want people coming to their homes for a few hundred dollars, and sometimes there’s liability involved.”

Donating a car to Cash for Clunkers for Winsted eliminates the red tape, including any paperwork needed to donate a car.

“I’ll make sure they have all the paperwork, and I’ll get it through to the town,” Marchell said. “Sometimes there is a problem with the title if someone has died. I can do the research and get the right paperwork together.”
